Human Resources Manager

Reporting to the Executive Director, the Human Resources Manager is responsible for oversight of the Human Resources function at White Bear First Nations including recruitment and selection, human resources policy and procedure and supporting the set up and implementation of performance management and training.

The Human Resources Manager contributes to the success of the Nations by fostering and supporting development of positive relationships, promoting constructive communication, encouraging skill building and teamwork.

General duties include:

Policy, Procedure, Legislation and Regulations

  • Develop and implement Human Resources administration policies and procedures, ensuring compliance with all relevant legislation such as Canada Labour Code and provincial Employment Standards
  • Coach and counsel management on Human Resources policies and procedures to help ensure consistent and equitable application
  • Serve as first line of contact and primary resource for information and interpretation of White Bear First Nations Human Resources policies and procedures
  • Ensure Human Resources policies and procedures are reviewed and updated on an annual basis to ensure they support the Nations long and short-term goals
  • Ensure all Human Resource files are established in accordance with legislative requirements and maintained in a central and secure location

Recruitment and Selection

  • Oversee the recruitment and selection function for White Bear First Nations, developing procedures and ensuring they are consistently followed
  • Create and maintain job descriptions for all Nation positions in collaboration with Managers
  • Provide support and/or training to hiring managers on all aspects of recruitment and assist in interviews as required to provide expertise on unbiased and equitable practices
  • Ensure new employees are effectively onboarded upon hire and direct new employee information to payroll in a timely manner

Performance Management and Training

  • Develop and coach management on the implementation of the performance management system, the use of effective performance feedback techniques, the preparation of appraisal forms, employee development plans and corrective action documentation
  • Identify training courses to enable employees to upgrade skills in their profession and establish guidelines to ensure course completion
  • Create and maintain training and certification records for all employees
  • Provide information workshops to managers and employees on new policies and procedures, performance management, new employee orientation, etc.

Perform other duties and responsibilities as necessary in the performance of the position and as assigned by the Executive Director and/or Chief and Council.

Knowledge, Skills and Abilities:

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook)
  • Strong communication skills with ability to communicate effectively and diplomatically both verbally and in writing
  • Ability to work with staff at all levels within the organization, with minimal supervision
  • Strong coaching and mentoring skills
  • Superior decision-making ability
  • Strong judgement and problem-solving skills
  • Excellent organizational skills

Experience and Education Requirements:

  • A post-secondary degree or diploma specializing in Human Resources
  • CPHR (Chartered Professional in Human Resources) designation is an asset
  • Minimum of three to five (3-5) years of prior experience in human resources, ideally in a First Nation organization

Job Types: Full-time, Permanent

Salary: $75,000.00 per year - $95,000.00 per year
