Program Director – Legacy Systems Modernization

On behalf of our client, we are currently recruiting for a Program Director – Legacy Systems Modernization to join their team.

Reporting to the Vice President, Information Technology & Business Transformation and Chief Information Officer, the Program Director – Legacy Systems Modernization is responsible for the centralized coordinated management of the Legacy Systems Modernization (LSM) program. The Program Director is accountable for managing multiple complex project initiatives including initiation, planning, execution, controlling and closing processes under the LSM program. This position provides project management leadership, oversight of compliance to the project charter, and regular reports and updates to stakeholders and Executives. The Program Director must be able to make effective decisions related to achieving project objectives within the budget and timelines.

Key Resonsibilities

Program:

  • Leads a portfolio of complex initiatives that span multiple lines of business
  • Participates and provides guidance in the definition and execution of LSM program governance
  • Manages all activities including management of significant capital and operating budgets and participation in strategic planning and long-term human resource planning
  • Leads and contributes to the development and management of Project Charters, project plans, budgets, issues and risk management plans consistent with corporate project management policy
  • Ensures the LSM program is properly resourced and works with resource management to plan and secure required skills and expertise for the program, ensuring internal resources are prioritized for knowledge transfer and cost management
  • Manages assigned program resources, and provides program and project managers with support and guidance for individual projects within the program
  • Provides recommendations related to the program’s delivery approach to Executive stakeholders including the Executive Committee and the Technology Committee of the Board of Directors
  • Participates in procurement activities in concert with company’s Vendor Management team, to secure partner resources, services, and products
  • Designs dashboards for management to reflect the progress and status of the LSM program
  • Reports on project success criteria results, metrics, test and deployment management activities
  • Works with Value Management to provide traceability to demonstrate the link between program benefits realization and tracking
  • Works creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence

 

Leadership:

  • Provides leadership to staff and external consultants within designated portfolios and project teams to ensure deliverables are on time and within budget
  • Chairs all project management team meetings
  • Actively supports the development of program/project managers and program control analysts
  • Provides coaching and mentorship and the continual development of the capabilities and capacities of the individual team members
  • Evokes creative and innovative thinking from team members while helping them to promote their ideas and career plans
  • Helps to determine new, creative ways to employ teams on projects and distribute responsibilities      
  • Guides sponsors on effective program sponsorship and governance with clear expectations of the sponsor’s role and decision-making requirements
  • Collaborates with leadership to coach project stakeholders and sponsors in supporting LSM program decisions and governance
  • Displays leadership by continually motivating, encouraging and inspiring the development of strong, effective, efficient, ethical and professional teams with a clear focus on the delivery of planned outcomes

 

Stakeholder Relations and Communication:

  • Establishes and maintains a close working relationship with the executive sponsors, business sponsors and other key stakeholders in order to obtain sponsor and stakeholder commitment to the success of the program and its projects
  • Develops and delivers progress reports, proposals, requirements documentation to various audiences, including project team, sponsors, CIO and key stakeholders
  • Delivers appropriate and effective executive level communication and presentations

 

Skills and Qualifications

  • Degree in Business Administration, Commerce, or Computer Science
  • Project Management Professional (PMP) certification, designation or equivalent 
  • Minimum 10 years’ recent experience leading complex modernization programs and projects, including implementation, business process re-engineering, systems integration and organizational change management
  • Experience managing large-scale, high impact, multi-year programs and senior project managers
  • Experience setting up a Project Management Office is an asset
  • Experience leading projects for financial and insurance system transformations is an asset
  • In-depth knowledge of information technology management, including hardware and software
  • Knowledge of and ability to execute a variety of program and project methodologies, including Agile delivery, to ensure LSM program objectives are delivered
  • Superior oral and written communication skills, with demonstrated ability to clearly convey complex information in a concise and straightforward manner
  • Excellent interpersonal skills, with successful experience in public speaking and making formal presentations
  • Proven ability to work under pressure and meet deadlines
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Demonstrate high level analytical skills, problem-solving and decision-making skills
  • Understanding of the interdependencies between technology, operations and business needs
  • Working knowledge of business computer applications and PC skills for basic document preparation and statistical/financial/cost benefit analysis
  • Understanding of the insurance and/or the public automobile insurance business is an asset
