Chief Executive Officer

On behalf of our client, George Jeffrey Children’s Centre (GJCC) we are seeking a Chief Executive Officer to join their team in Thunder Bay, Ontario. GJCC is a pediatric outpatient health facility that has been meeting the communication, developmental, and physical needs of children for over 60 years; providing services to infants, children, and adolescents aged birth to 19 years. This organization is one of twenty Children’s Treatment Centres in Ontario, and they are an active member of the Ontario Association of Children’s Rehabilitation Services (OACRS). GJCC believes in a family-centred service delivery model of care. Families are recognized as the experts in their child, and work with service providers to make informed decisions about their child’s care. Through this model of care, GJCC respects the uniqueness of each family and gives consideration to the strengths and needs of each child and family.

Reporting to the Board of Directors, the Chief Executive Officer will be responsible for planning, coordinating, leading and directing the operations of GJCC’s activities, both internal and external, to ensure optimum care for clients and support for their families. This individual will ensure that activities comply with organizational by-laws, established standards and Federal, Provincial, and Municipal regulations.

Key Accountabilities

Strategic Planning and Operations

  • Maintains an organization structure and communications network through which resources are coordinated and allocated to meet the philosophy and mission of the organization
  • Ensures the development and maintenance of written systems, policies and procedures relative to management, finance, patient care, clinics, supervision, maintenance operations and equipment
  • Ensures that GJCC complies with all laws, regulations, agreements and policies of the Board and those government agencies to whom the organization is responsible
  • Ensures the development of a program of quality assurance and utilization reviews for all programs with a reporting mechanism to the Board
  • Ensures relevance of services through the development, implementation and management of processes to identify/review client needs and available resources, develop and implement service delivery models, and develop and implement programs and services
  • Develops, recommends, and implements a plan of operations consistent with the overall strategic plan of GJCC by assessing needs and coordinating staff input to satisfy those needs
  • Organizes and directs development of GJCC’s Management Information System that includes expenditure accounting, management reporting, general ledger and statistical data
  • Ensures GJCC abides by the Occupational Health and Safety guidelines and the procedure manual and the Occupational Health and Safety Act
  • Develops and maintains good working knowledge of appropriate legislation and of agency and community resources


Stakeholder Relations

  • Maintains liaison with community and provincial rehabilitation facilities, OACRS, provincial funding bodies, foundations (especially the GJCC Foundation), local media, service clubs, groups and corporations involved in servicing and supporting children and families
  • Address and take steps to resolve matters pertaining to client care and transfer, education, fund raising, community awareness and new facility programs
  • Participates in external meetings / events or sends representative
  • Other duties as assigned by the Board of Directors


Finance and Human Resources

  • Responsible for fiscal management that includes operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position
  • Develops policies, procedures and processes for budgeting, financial recording, expenditure control, and financial reporting
  • Negotiates financial resources required from funding authorities
  • Responsible for the development of a personnel function that includes payroll, recruitment, health and safety, compensation and other employee services
  • Ensures the development of job descriptions and evaluation systems to establish direction towards organizational and program goals
  • Ensures that training and development activities are provided to the staff to maintain best practices and effective services for clients and families
  • Sits as a Member of the Management team pertaining to union contract negotiations
  • Provides interpretation of union contract and ensures compliance with the collective agreement


Board of Directors Support / Partnership

  • Consults with and assists the GJCC Board of Directors in establishing strategic plans and goals relative to the organization
  • Establishes a positive, accountable and collaborative working relationship with the Board characterized by open communication. Working within clearly defined roles, the Board and CEO will develop mutually acceptable processes for direction setting, decision making and issues management
  • Supports the Board in linking with relevant organizations and in undertaking advocacy work as needed 


Experience and Competencies

  • University degree in a related field such as health administration or business administration, and/or related health care experience
  • Minimum of 5 years leadership & operational management experience in a non-profit organization
  • The following experience would be considered an asset: clinical or management in pediatric rehabilitation, managing within a unionized environment, working with a provincial ministry, working with indigenous organizations and communities
  • Extensive knowledge of the social service and community support organizations in service delivery area
  • Ability to work collaboratively in a changing environment focused on achieving the highest standards of client services
  • Strong interpersonal and communication skills, initiative, judgement and ability to give and take direction
