Human Resources Manager

On behalf of our client, Sagkeeng Anicinabe, we are currently recruiting a Human Resources Manager to join their team at the Sagkeeng Anicinabe Government Office in Fort Alexander, Manitoba, 120 KM north of Winnipeg. Sagkeeng has a band membership of over 7,600 people with over 3,300 living on reserve. Sagkeeng Anicinabe Government Office provides many social and economic services to its community.

Reporting to the Chief Financial Officer, the Human Resources Manager is responsible for developing and administering human resources policies, programs and services for the Sagkeeng Anicinabe Government. The Human Resources Manager will also manage the provision of human resources services, including recruitment, benefits administration, records management, compensation and employee relations.

Responsibilities:

  • Develop, evaluate, and improve human resource practices and policies. This will include operating guidelines for use across all functions
  • Design, develop, and implement a strong human resource management team, supporting all functions and areas of the business. Build strong relationships and credibility with all levels of management and staff
  • Lead, manage, and support by utilizing best practices in all areas including but not limited to recruitment/retention, orientation/training, employee relations, performance management, regulatory compliance and legal requirements as related to human resources, group insurance/pension plan management
  • Develop and recommend human resources policies, ensuring the fair and consistent application of approved policies
  • Conduct staff recruitments, including sourcing of candidates, screening/ interviewing, employment testing, reference checking and drafting letters of employment
  • Develop and maintain job descriptions, performance planning and evaluation program and support members of management regarding the conduct of regular performance evaluations of staff, as applicable
  • Administer the staff benefits program, including liaison with benefit providers, communications with staff, enrolment and termination of coverage, and monitoring of claims and plan costs
  • Respond to employee enquiries regarding human resources policies, programs and procedures and maintain personnel records and filing systems

Skills & Qualifications:

  • University degree or college diploma or equivalent experience with concentration in human resources. A Chartered Professional in Human Resources designation would be an asset
  • Minimum of 8 years of experience in human resources
  • Demonstrated ability to effectively communicate orally and in writing
  • Working knowledge of policies, procedures and legislation affecting human resources
  • Demonstrated ability to take initiative and work independently
  • Demonstrated ability to work with staff at all levels
  • Ability to effectively use Microsoft Office programs, and internal software as required
  • Must be willing to travel to Sagkeeng Anicinabe (some flexibility provided in travel time)
