Band Administrator


Job details:

The Quatsino First Nation is the First Nations band government of the Gwat'sinux subgroup of the Kwakwaka'wakw peoples, on the northwest coast of Vancouver Island. With 525 members, the band is located 18kms from Port Hardy and 2 minutes from Coal Harbour in Quatsino Sound. The community has a school, community hall, and a Quatsino Economic Development & Resources office that has a logging and fishing company operating out of it.

 

Reporting to the Quatsino Band Chief & Council and operating within the approved budget and authorizations approved by Council, you will be responsible for administering the affairs and programs of the Band related to:

* Public works, utilities and community facilities

* Housing

* Social Housing

* Community planning

* Financial management

* Membership

* Bylaw management

* Office Management

* Committees

* Recreation

* Fisheries

* Specific Claims

* Health Programs/Projects

* Emergency Preparedness

* Lands & Resources

* Education

* Social Development

 

More specifically, your duties will involve:

* Overseeing several departments and their managers to ensure that all departments are adhering to policies and procedures in an effective manner to achieve operational goals;

* Regularly attending council and committee meetings when required;

* Submitting recommendations for amending or implementing Band facilities, services, policies, procedures, and programs;

* Ensuring the performance of contracts, agreements, and conditions are met and reporting the results to council;

* Presenting annual reports/budgets and administering the finances of the band under Council control, as well as setting short and long term plans for each program area taking into account budgetary expenditures;

* Reviewing contracts and tenders;

* Monitoring accounting department systems and procedures to ensure efficiencies and compliance with standards, policies and regulations;

* Writing and submitting program funding proposals and assisting other departments with proposals as required; and

* Recruiting, developing, overseeing, and motivating staff.

 

This leadership role requires you to have related experience that includes good working knowledge of departmental regulations and procedures of various programs. A strong understanding/background in financial management with a focus on funding will be essential to your success. Completion of a relevant post secondary education in Business Administration of Management would be highly desirable; however, this role will be highly suited to an individual with hands on management experience in a similar role. You are highly capable of conflict resolution as well as dealing with all levels including the public, staff and Chief and Council.

 

Above all, you are an assertive individual who has outstanding communication, problem solving, and management skills, as well as a knack for leading staff and following program objectives. You will need excellent interpersonal skills with the ability to work with a broad and diverse range of internal and external stakeholders to form strong relationships/partnerships. The capacity to prioritize your work and deal with all aspects of your role in a timely manner is required. A valid driver’s license and access to a vehicle will be required as you will be living and working within a remote location.
