Bail Caseworker

The John Howard Society of Manitoba (JHSM) has worked with men in jail or prison for over fifty years.  Some of the services and programs we currently provide include:

    • Employment supports for men coming out of custody;
    • Literacy;
    • Referrals to community services:  Our staff refer clients to a wide range of services including counseling, addictions and training programs;
    • Anger Management and Parenting programs for men.
    • Restorative Resolutions:  A one-of-a-kind, community based alternative sentencing program for men and women.



In keeping with the mission statement and values and principles of the John Howard Society of Manitoba, Inc. (JHSM), the BASSP Caseworker will work to help clients develop and complete a bail program that addresses their risk factors so they can remain safely in the community as they await their bail hearing.



The Caseworker will report directly to the BASSP Supervisor or in case of absence, the Executive Director.  The Caseworker will work in cooperation with the BASSP Coordinator, fellow Caseworker and Residence Manager and Staff.


The Bail Program will have three main functions:

1.      Staff from the Program will assess risks and behaviour of potential participants in custody, and put together a bail plan to address these concerns.  These plans will then be submitted to the court as part of a bail-hearing. 

2.      Should the individual be released on bail, the Program will then provide ongoing support to the individual as he follows the plan through face-to-face meetings, group work, advocacy and other services that the JHSM has available (Anger Management, Parenting Classes, Literacy instruction, etc).

3.      As well, the Program will have a supervisory role over the individuals on bail with an obligation to report any failures to comply with bail conditions to the courts. 


Specific Duties:


Caseworker (.8)

  • Interview and conduct risk and motivation to make pro-social changes assessments of clients incarcerated while awaiting trial.
  • Draft plan to address risk.
  • Provide support to clients on bail, as they follow the plan.
  • Provide group classes for clients, refer clients to various resources, assist clients with problem solving, advocate on behalf of client.
  • Report any knowledge of breeches and/or criminal activity by clients to Program Coordinator or designate.
  • Must follow all program procedures and protocols
  • Responsible for keeping up-to-date records on clients


Salary:     $31,057.76 /annum plus benefits.  Position covered by Collective Agreement.

  • Post Secondary Education and/or relevant work experience.
  • Strong written and verbal communication skills.
  • Strong interviewing skills.
  • Must be able to work as part of a team.
  • Must be well-organized.
  • Knowledge, experience working with people from diverse cultures and/or ability to speak an Aboriginal language an asset.
  • Experience working with incarcerated individuals and/or background in law an asset.
  • Knowledge of community based Mental Health resources an asset.
  • Ability to speak, write and read fluently in French an asset.
  • Must have a class five drivers license and access to a vehicle during working hours.
  • Must be cleared by Manitoba Justice to enter all Correctional Centres.
  • Must provide an up-to-date Criminal Record Check from the Winnipeg Police.
